Willie James McNeal, Prison Assault, California 2024

SACRAMENTO, Calif. – Willie James McNeal, 60, is facing a potential decade added to his federal sentence after a jury found him guilty of savagely assaulting a fellow inmate at the Federal Correctional Institution (FCI) in Herlong, Lassen County. The attack, documented on surveillance footage, left the victim with multiple facial fractures and lasting disfigurement.

The brutal incident unfolded on May 25, 2015. According to court documents released by U.S. Attorney Phillip A. Talbert, McNeal initiated the attack after a brief conversation with the victim. Witnesses – and the unforgiving eye of the prison’s security cameras – saw McNeal deliver a powerful punch near the victim’s right eye. It didn’t stop there.

The prosecution presented two surveillance videos to the court, painting a grim picture of the assault. McNeal continued to pummel the victim, repeatedly striking his forehead before ultimately throwing him to the unforgiving concrete floor. The impact and subsequent injuries were substantial, requiring two surgeries to address the multiple fractures. The victim continues to suffer extreme pain, significant disfigurement, and impaired nasal and breathing functions, according to court filings.

Federal investigators from the Federal Bureau of Investigation (FBI) and the Bureau of Prisons (BOP) pieced together the evidence, leading to McNeal’s conviction. The investigation focused heavily on the video evidence, which unequivocally showed McNeal’s aggressive and unprovoked attack. Sources within the BOP confirmed that such incidents, while not uncommon, are taken extremely seriously, especially when they result in severe bodily harm.

U.S. District Judge Garland E. Burrell Jr. has scheduled McNeal’s sentencing for July 14, 2017. McNeal faces a maximum statutory penalty of up to 10 years in prison in addition to his current sentence, as well as a hefty $250,000 fine. However, Judge Burrell will ultimately determine the final sentence, considering federal sentencing guidelines and any mitigating or aggravating factors presented by both the prosecution and the defense.

This case serves as a stark reminder of the violence that can erupt even within the confines of federal correctional facilities. The Grimy Times will continue to follow this case and report on the final sentencing. The victim’s name is being withheld to protect his privacy and ongoing recovery.
