HEROIN KINGPIN DOWN: Belanger and Kidwell’s Trafficking Scheme Exposed
MARTINSBURG, WEST VIRGINIA – Jared Michael Belanger, 36, of Martinsburg, and Brandon Kidwell, 24, of Berkeley Springs, West Virginia, have been convicted of their roles in a multi-state heroin trafficking operation based in Baltimore, Maryland. United States Attorney William J. Ihlenfeld, II, announced the guilty pleas in federal court.
The operation, which spanned across state lines to Maryland, West Virginia, Virginia, and Pennsylvania, involved the transport of heroin for redistribution and sale. A 163-count federal indictment, encompassing 41 defendants, brought an end to the scheme.
Belanger and Kidwell each pleaded guilty to "Interstate Travel in Aid of Racketeering," a charge that carries a maximum sentence of five years in prison and a fine of up to $250,000. The actual sentence will be determined by the Federal Sentencing Guidelines, taking into account the seriousness of the offenses and the defendants’ prior criminal histories.
Assistant U.S. Attorneys Anna Krasinski and Paul Camilletti prosecuted the cases on behalf of the government. The Eastern Panhandle Drug and Violent Crimes Task Force, a HIDTA-funded initiative, and the Federal Bureau of Investigation led the inquiry.
U.S. Magistrate Judge Robert W. Trumble presided over the proceedings.
The guilty pleas mark a significant blow to the heroin trafficking operation, which had been wreaking havoc on communities across the region. The conviction of Belanger and Kidwell serves as a reminder that law enforcement will continue to pursue and bring to justice those involved in such operations.
