Hillsboro Man Sentenced for Child Exploitation, Cyberstalking

PORTLAND, Ore. — A Hillsboro man, Jorge Rosales, 29, has been sentenced to 20 years in federal prison after pleading guilty to sexually exploiting a child and cyberstalking. The sentence was handed down on Thursday afternoon.

Rosales engaged in his heinous acts by meeting a young victim overseas through the social media platform ‘Musical.ly,’ which is now known as TikTok. He lured the child into sending him explicit images and videos, threatening to release them to the child’s family and friends if he did not continue. His online harassment spanned months on platforms like TikTok and Snapchat.

According to court documents, investigators from Homeland Security Investigations (HSI) executed a search warrant at Rosales’s residence, where they seized electronic devices containing a cache of child pornography, including videos depicting the victim. The same devices also revealed social media accounts used by Rosales in his exploitation and stalking.

This case was investigated by HSI with international law enforcement cooperation and assistance from the Hillsboro Police Department. Assistant U.S. Attorney Gary Sussman prosecuted the case on behalf of the District of Oregon.

Project Safe Childhood, a nationwide initiative to combat child sexual exploitation, played a pivotal role in this prosecution. The initiative leverages federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children while identifying and rescuing victims.
