DALLAS, TX – A chilling tale of premeditation and brutality has resurfaced with the indictment of Holly Ann Elkins, 32, of Miami, in the 2020 murder of 24-year-old Alyssa Ann Burkett. Elkins, the former fiancé of convicted killer Andrew Charles Beard, is accused of being a key player in a meticulously planned attack that left a young mother dead in a Rowlett parking lot.
The U.S. Attorney’s Office for the Northern District of Texas announced Elkins was indicted last month on three federal charges: conspiracy to stalk, stalking using a dangerous weapon resulting in serious bodily injury and death, and brandishing a firearm in relation to a crime of violence. She was arrested Thursday in Miami and appeared in court Friday afternoon. The charges stem from a disturbing pattern of harassment and manipulation leading up to the October 2, 2020, murder.
According to the indictment, Elkins and Beard began plotting Burkett’s demise months prior. The pair allegedly purchased a GPS tracking device and installed it on Burkett’s car in the summer of 2020. This was followed by a series of false police reports designed to harass and potentially incriminate Burkett. Elkins allegedly falsely reported dangerous driving and even fabricated an assault claim involving Burkett’s mother.
The scheme escalated in September 2020, when Elkins and Beard allegedly planted drugs and a firearm with an obliterated serial number in Burkett’s vehicle, hoping to trigger an arrest. They then allegedly used text messages and false reports to police – with Elkins providing a photo of Burkett’s license plate – to falsely claim Burkett was dealing drugs. The pair even purchased a van and disguise materials in preparation for the attack. On the day of the murder, Elkins allegedly remained at Beard’s home with Burkett’s child, attempting to establish an alibi while Beard carried out the gruesome act.
Beard, disguised as a Black man, shot Burkett in the head while she was in her car. He then repeatedly stabbed her – 13 times – as she attempted to escape. She died at the scene. Elkins later allegedly lied to law enforcement, claiming Beard was home at the time of the murder. Beard has already pleaded guilty to cyberstalking using a dangerous weapon resulting in death and discharging a firearm during a crime of violence, and is currently serving a 43-year sentence.
If convicted, Elkins faces up to two consecutive life sentences in federal prison. The investigation was a joint effort by the FBI’s Dallas Field Office, the Carrollton Police Department, and the ATF’s Dallas Field Office. Assistant U.S. Attorneys Gary Tromblay and Andrew Briggs are prosecuting the case. An indictment is an allegation, and Elkins is presumed innocent until proven guilty.
