Houston Drug Kingpin Pleads Guilty to $1.2M Cash Seizure Case

Samuel Dewayne Monroe, the alleged kingpin of a Houston drug ring, has been handed down a guilty plea in the United States District Court for the Southern District of Illinois. The 39-year-old faced charges for conspiracy to distribute over 5 kilograms of cocaine into the region and is now staring down a mandatory minimum sentence of 10 years’ imprisonment, with potential life behind bars.

According to federal prosecutors, Monroe was part of an eight-member crew that was indicted on February 18, 2016. The charges against them included drug trafficking, which led to the government seeking forfeiture of $1,212,934 in cash and $72,000 worth of jewelry seized during a December 2015 operation.

In addition to the financial penalties, Monroe has agreed to forfeit any interest he holds in the seized assets. His co-defendants—Astin Allison, Nahum Shibeshi, Terrance Miles, Victor Johnson, Jamie Green, Rodney Smith, and Dan E. Bell—all pleaded guilty to various charges related to the conspiracy and are now awaiting their sentences.

Assistant United States Attorney Steven D. Weinhoeft is handling the prosecution of this high-profile case. The investigation was led by agents from the Drug Enforcement Administration as part of the OCDETF program, a federal initiative aimed at disrupting drug trafficking organizations.

The sentencing for Monroe is scheduled for June 9, 2017, when the court will consider applicable United States Sentencing Guidelines. Monroe’s fate is just one more chapter in the ongoing battle against organized crime and drug trafficking across Illinois.
