July 6, 1904 – In a shocking turn of events, nearly a fight broke out at the offices of the Department of Commerce and Labor in New York City today. The dispute centered around the work of inspecting passengers on the city’s major steamboats. Secretary Josephus Daniels had ordered the inspection of passengers in accordance with instructions received from the department to regulate all passenger traffic in New York Harbor. The work of re-inspecting the passengers had just begun when passengers wanted to try on life preservers, leading to a heated argument. The inspector, Oberlin J. Richardson, was forced to intervene, putting a stop to the commotion.
