Washington D.C., August 23, 1899 – In a bizarre display of defiance, Frank W. Funk, the man accused of murdering William H. Brooks, made his presence known at the District jail yesterday. Upon arrival, Funk expressed his discontent with the management of the institution, led by Warden Harris. His first order of business was to declare that he was done with newspapermen, and he demanded that none be allowed to approach him.
