Charleston, Ill. man James L. Williams, 39, is locked up without bond after being indicted on federal charges tied to the sexual exploitation of children, including producing and distributing child pornography from January 2017 to November 22, 2019. U.S. Magistrate Judge Eric I. Long ordered Williams held in U.S. Marshals custody, citing an extreme danger to the community.

Williams, of the 500 block of N. 7th St., appeared in federal court Friday, Aug. 14, facing two counts of sexual exploitation of a child, three counts of distribution of child pornography, and one count of possession of child pornography. Prosecutors revealed he allegedly impersonated a teenage girl on Facebook and Snapchat to gain the trust of minors as young as 10, then coerced them into producing explicit images under false pretenses.

According to government filings, Williams didn’t stop at manipulation—he weaponized the images he obtained. He allegedly blackmailed multiple underage victims across Illinois and other states, threatening to share their photos unless they sent more. On at least four occasions, he followed through, distributing the material to others. Investigators say he engaged in sexually graphic chats with minors and discussed meeting them for sex.

If convicted, Williams faces a minimum of 15 years and up to 30 years in prison for each count of sexual exploitation. Each distribution count carries 5 to 20 years; possession brings a maximum of 10 years. Every count is punishable by a fine of up to $250,000, a $5,000 special assessment under the Justice for Victims of Trafficking Act, and $17,000 to $50,000 under the Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2018.

The case is being prosecuted by Assistant U.S. Attorney Elly M. Peirson and was built through a joint investigation by the Federal Bureau of Investigation and the Charleston Police Department. A trial date has been set for Oct. 13, 2020, before Senior U.S. District Judge Michael M. Mihm.
