SAN DIEGO, CA – November 13, 2018. Former US Navy Captain Jeffrey Breslau pleaded guilty to criminal conflict of interest charges in a sweeping US Navy corruption and fraud probe. Breslau, 52, of Cumming, Georgia, was charged in September 2018 and admitted to taking over $60,000 in bribes from Singapore-based ship husbanding company Glenn Defense Marine Asia (GDMA) owner Leonard Glenn Francis.

Breslau, a former Director of Public Affairs for the US Pacific Fleet, was paid by Francis to provide public relations consulting services, including devising a response to issues and controversies related to Francis’s ship husbanding business with the US Navy. Breslau’s consulting agreement with Francis, which lasted from March 2012 to September 2013, involved the authoring, reviewing, or editing of at least 33 separate documents, authoring at least 135 emails, and providing at least 14 instances of ‘talking points’ in advance of meetings between Francis and high-ranking US Navy personnel.

In addition to Breslau’s guilty plea, former US Navy Master Chief Ricarte Icmat David was sentenced to 17 months in prison, followed by one year of supervised release and $30,000 in restitution on corruption conspiracy charges. David, who was charged in August 2018 and pleaded guilty in September, was a trusted and respected senior enlisted sailor in the US Navy.

The US Navy corruption probe, which has been ongoing since 2013, has resulted in numerous guilty pleas and convictions, including that of Francis, who pleaded guilty in 2015 to bribery and fraud charges and admitted to being involved in a massive, decade-long conspiracy involving scores of US Navy officials, tens of millions of dollars in fraud, and millions of dollars in bribes and lavish gifts.

Breslau and David are the latest US Navy officials to be ensnared in the corruption probe, which has highlighted the deep-seated problems of corruption and bribery within the US military.
