A former correction officer at Bedford Hills Correctional Facility for Women is facing federal charges after allegedly sexually assaulting a female inmate inside her cell. Jeffrey Green, 48, of Brooklyn, New York, was arrested and charged with one count of deprivation of rights under color of law, following a brutal assault on March 10, 2016, that investigators say involved repeated physical and sexual abuse of the defenseless woman.

According to a criminal complaint unsealed in Manhattan federal court, Green entered the victim’s cell unaccompanied late that evening, shoved her against the wall, and began forcibly licking, biting, and kissing her neck and chest. When the inmate attempted to push him away, Green grabbed her again, restrained her, and continued the assault—lifting her shirt and bra, biting her breasts and nipples, and fondling her groin area. The attack only stopped when another officer approached the unit.

Victim-1 reported the assault the following morning. Medical staff collected forensic evidence from her neck and both breasts, with presumptive saliva tests returning positive. A DNA swab from her left breast produced a single-source male profile matching Green. Surveillance footage from inside the facility captured Green entering the cell alone and audio in which he is heard saying, ‘You ready [unintelligible] me my blow job?’

Green, who at the time was a state correction officer assigned to the Bedford Facility—a maximum-security prison in Westchester County—abused his authority in one of the most grotesque violations of public trust, federal prosecutors said. The facility, operated by the New York State Department of Corrections and Community Supervision (DOCCS), houses some of the state’s most vulnerable incarcerated women.

Manhattan U.S. Attorney Preet Bharara did not mince words: ‘As alleged, Jeffrey Green entered a prison cell, pushed a defenseless female inmate against a wall, and sexually assaulted her. Green’s alleged predatory conduct not only betrayed his duty as an officer to protect those under his charge, but violated our Constitution.’ Bharara emphasized that constitutional protections do not vanish behind prison walls.

DOCCS Acting Commissioner Anthony J. Annucci reiterated the agency’s zero tolerance for staff misconduct. ‘This latest arrest highlights the successful investigation by the Department’s Office of Special Investigations, Westchester County District Attorney and the US Attorney’s Office for the Southern District, all cooperating in this pursuit of justice.’ Green is expected to appear in federal court today, facing up to 10 years in prison if convicted. The case continues to unfold as federal authorities send a clear message: prison guards who become predators will be prosecuted.
