Excessive Force Against Inmate Lands Two Former Mississippi Corrections Officials in Hot Water
Two former officials from the Mississippi Department of Corrections are facing serious charges after a federal grand jury indicted them for their alleged role in using excessive force against an inmate. According to court documents, Jessica Hill, a correctional officer at the Central Mississippi Correctional Facility (CMCF), and Nicole Moore, a CMCF case manager, willfully deprived L.C. of his right to be free from cruel and unusual punishment on July 11, 2019.
The indictment alleges that Hill struck L.C. with a cannister and punched L.C., while Moore kicked L.C. while he was not resisting. These actions resulted in bodily injury to the inmate.
If convicted, the defendants each face a maximum penalty of 10 years in prison. The case is currently being investigated by the FBI’s Jackson Field Office, with Assistant U.S. Attorney Glenda Haynes for the Southern District of Mississippi and Trial Attorney Eric Peffley of the Civil Rights Division’s Criminal Section prosecuting the case.
Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division, U.S. Attorney Darren J. LaMarca for the Southern District of Mississippi, Assistant Director Luis Quesada of the FBI’s Criminal Investigative Division, and Special Agent in Charge Jermicha Fomby of the FBI Jackson Field Office made the announcement.
The incident occurred on July 11, 2019, at the Central Mississippi Correctional Facility. It is alleged that Hill and Moore used excessive force against L.C. while he was not resisting, resulting in bodily injury.
An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
