A Saipan resident has been sentenced to 90 days in prison for conspiracy to unlawfully produce driver’s licenses. Jiang Feng Li, a 31-year-old citizen of the People’s Republic of China, was found guilty of violating 18 U.S.C. § 1028(a)(1) for Conspiracy to Unlawfully Produce an Identification Document.
Li was initially targeted in the spring of 2021 during a federal investigation in the Commonwealth of Northern Mariana Islands (CNMI). Investigators in Saipan discovered that Li was brokering driver’s licenses for foreign citizens who did not have valid immigration status. These foreign nationals paid Li $1,400 to $1,600 for conspirators to fraudulently produce licenses by the CNMI Bureau of Motor Vehicles. Li’s federal charge alleged he assisted three foreign citizens with obtaining the licenses between May and June 2021.
Li initially arrived in the CNMI as a tourist, restricting his ability to travel to other parts of the United States. In July 2022, Li traveled by boat from Saipan to Guam, where he was eventually arrested in January 2023.
On January 25, 2023, the United States District Court for the NMI imposed the sentence for Li. The court also ordered Li to serve two years of supervised release and pay a $100 special assessment fee. Furthermore, he was instructed to report for deportation proceedings.
According to United States Attorney Shawn N. Anderson, the public deserves to have confidence in the integrity of our licensing systems. The unlawful production of driver’s licenses can potentially contribute to hazards on the roadways, putting the safety of other drivers at risk.
This case was investigated by the Federal Bureau of Investigation and prosecuted by Albert Flores Jr., Assistant United States Attorney in the District of the Northern Mariana Islands.
