Joiner and Arthur Sentenced for $2.8M Health Care Fraud Scheme

GRIMY TIMES EXCLUSIVE: Columbia, SC – United States Attorney Beth Drake announced the sentencing of Gary Lee Joiner and Timothy Weldon Arthur for a multi-million-dollar healthcare fraud scheme that shook the city. Joiner, 56, was locked up for two years and ordered to pay over $2.8 million in restitution. Arthur, 39, was sentenced to five years’ probation and $685,000 in restitution.

Joiner, who once served as the Director of Orthopedic Services at Moore Orthopedic Clinic, established a fake durable medical equipment (DME) company called Creative Casting Concepts (CCC) after merging with Providence Hospital in 2010. He submitted false invoices, pretending CCC was providing orthopedic boots when it wasn’t.

Danielle Nicole Burroughs, 35, of Duncan, who will be sentenced on May 30th, helped manage the scam’s finances and received approximately $191,000 over five years. Arthur took over Joiner’s position at Moore Orthopedic in 2015 and continued the fraudulent invoicing until their scheme was uncovered in June 2015.

Joiner submitted $2.8 million in fake invoices between 2011 and 2015, while Arthur received about $24,000 for his role. Both were sentenced by United States District Judge Mary J. Lewis.

The Federal Bureau of Investigation (FBI) investigated the case, with Assistant United States Attorney Winston David Holliday, Jr. handling the prosecution.
