Jose Barbosa Torres, Gun Trafficking, Utah 2023

SALT LAKE CITY, UT – A ring of four Salt Lake County residents is facing federal charges for allegedly purchasing high-powered rifles and smuggling them across the border to Mexico. The operation, involving multiple purchases of Barrett .50 BMG caliber rifles – each typically retailing for between $8,500 and $10,000 – came to light after an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Jose Manuel Barbosa Torres, 36, of West Valley City, is accused of orchestrating the scheme, with Armando Figueroa Jr., 20, of Magna; Cecilio Luis Arriaga, 27, of West Valley City; and Iliana Dennis, 20, also of West Valley City, allegedly acting as straw purchasers. Court documents reveal that between April and August 2023, the group obtained or attempted to obtain numerous rifles from licensed Federal Firearm Licensees (FFLs). Crucially, each defendant allegedly lied on ATF Form 4473, falsely claiming to be the actual buyer of the firearms.

The scheme unraveled in August when ATF agents intercepted Barbosa Torres and Dennis during another attempted purchase. According to investigators, Barbosa Torres admitted to agents that Dennis was buying the rifle at his direction, and that the ultimate destination was Cesar Rivera, located in Arizona. Further investigation revealed that Rivera was allegedly receiving the firearms to be shipped to Culiacán, Mexico. Rivera, already facing firearms charges in Arizona, was arrested in Utah on October 23 at Barbosa Torres’ residence.

On the same day, ATF agents also arrested Barbosa Torres, Figueroa, Arriaga, and Dennis on warrants related to the indictment. Barbosa Torres is charged with making false statements during the acquisition or attempted acquisition of firearms and aiding and abetting. Figueroa, Arriaga, and Dennis each face similar charges. Initial court appearances and detention hearings were held on October 27, with Figueroa, Arriaga, and Dennis released on conditions while Barbosa Torres was ordered detained pending trial.

U.S. Attorney Trina A. Higgins for the District of Utah announced the charges, framing the case as part of “Project Safe Neighborhoods,” a federal program aimed at reducing violent crime and gun violence. Assistant United States Attorney Victoria McFarland is prosecuting the case. The investigation remains ongoing, and authorities are refusing to comment on potential ties to larger cartel operations.

It’s important to remember that an indictment is merely an accusation, and all four defendants – Jose Manuel Barbosa Torres, Armando Figueroa Jr., Cecilio Luis Arriaga, and Iliana Dennis – are presumed innocent until proven guilty beyond a reasonable doubt. However, the evidence presented thus far paints a disturbing picture of a deliberate effort to arm potentially dangerous individuals south of the border, and Grimy Times will continue to follow this case closely as it moves through the courts.
