Jose Ramos-Solano, Drug & Theft, Los Angeles CA, 2026

LOS ANGELES, CA – Jose Guadalupe Ramos-Solano, a convicted criminal, died while in the custody of Immigration and Customs Enforcement (ICE) on March 25, 2026. Ramos-Solano, a citizen of Mexico, was discovered unresponsive in his bunk at the Adelanto ICE Processing Center and later pronounced dead at Victor Valley Global Medical Center in Victorville.

Ramos-Solano’s troubles with the law began with an arrest by the Redondo Beach Police Department on May 6, 2025, for possession of a controlled substance and theft of personal property. The Superior Court of Los Angeles convicted him on August 21, 2025. ICE subsequently arrested Ramos-Solano during a targeted operation in Torrance, California, on February 23, 2026, transferring him to the notorious Adelanto facility.

According to ICE, Ramos-Solano underwent a health evaluation upon arrival at Adelanto on February 24, revealing pre-existing conditions including diabetes, hyperlipidemia, and hypertension. The agency claims he received “constant medical care,” including daily medication. However, details regarding the extent and effectiveness of that care remain scarce. The circumstances surrounding his sudden decline remain under scrutiny.

Security staff found Ramos-Solano unconscious in his bunk on March 25th. They initiated CPR and immediately contacted emergency services. Despite advanced life support interventions at the hospital, he could not be revived. The Adelanto facility, long criticized for its conditions and medical care, is now the site of another in-custody death.

ICE has initiated its standard notification protocols, informing the Department of Homeland Security, the DHS Office of Inspector General, the ICE Office of Professional Responsibility, and the Mexican consulate. The consulate is reportedly assisting in locating next of kin. The agency is obligated to report this death to Congress and make the details available to the public, a requirement stemming from the DHS Appropriations Act of 2018.

ICE insists it provides comprehensive medical care to all detainees, including screenings within 12 hours of arrival, full assessments within 14 days, and access to emergency care. However, critics point to a pattern of inadequate medical attention and questionable conditions within ICE detention centers. The Grimy Times will continue to investigate the circumstances surrounding the death of Jose Guadalupe Ramos-Solano and the ongoing issues within the Adelanto facility.
