Joseph Biggs, Quadruple Murder, New York 2016

A quadruple murder in Chester, New York in April 2016 has led to the indictment of a school security guard.

Joseph Biggs, a 55-year-old security guard at a school in Hastings-On-Hudson, New York, has been charged with four counts of murder in connection with the deaths of Martin Luna, Urbano Santiago, Miguel Luna, and Hector Gutierrez. The victims were killed in a bar in Chester, New York, in April 2016.

Biggs is accused of participating in the brutal drug-related kidnapping and murder of the four men. He is also charged with conspiracy to distribute five kilograms or more of cocaine and firearms charges.

The indictment alleges that Biggs and co-defendant Nicholas Tartaglione, a retired police officer, conspired to sell five kilograms or more of cocaine from at least June 2015 through April 2016.

On April 11, 2016, Biggs and Tartaglione allegedly lured Martin Luna to a bar in Chester, New York, under false pretenses, where he was held captive and killed. The other three victims were then held captive, shot, and killed.

Biggs was taken into federal custody this morning and presented in White Plains federal court before U.S. Magistrate Judge Judith McCarthy. He was ordered detained.

The case has been assigned to the Southern District of New York. The indictment charges Biggs with 17 counts, including conspiracy to distribute cocaine, murder, and firearms charges.

Biggs’ case has been assigned to U.S. District Judge Kenneth M. Karas.
