Three Indicted for Bid Rigging Scheme in Colorado
Kevin Kuciapinski, Randolph Stimac, and Mykhael Kuciapinski have been indicted by a federal grand jury for their alleged involvement in a bid rigging scheme. The indictment alleges that the three conspired to obtain and disclose source selection information prior to the award for services related to a contract for the National Security Agency (NSA).
According to the indictment, Kevin Kuciapinski, a 43-year-old US Air Force Major, and Randolph Stimac, a 61-year-old NSA employee, both stationed at the Aerospace Data Facility-Colorado on Buckley Air Force Base, provided a competitive advantage to Mykhael Kuciapinski’s bid or proposal by providing her with information and source selection information for the contract in question.
The alleged plan and purpose of the conspiracy was to provide a competitive advantage to Mykhael Kuciapinski’s bid or proposal, which was estimated to be worth almost $1.5 million. The indictment alleges that the conspiracy began on August 1, 2013, and continued through November 24, 2015.
The investigation into this case was conducted by the NRO Office of the Inspector General, NSA, Defense Criminal Investigative Services, Air Force Office of Special Investigations, and the IRS-Criminal Investigation.
The defendants are being prosecuted by Assistant US Attorney Jeremy Sibert.
The charges contained in the indictment are allegations, and the defendants are presumed innocent unless and until proven guilty.
