BALTIMORE, MD – Two Odenton, Maryland men have admitted to running a brutal sex trafficking operation that spanned multiple states. Robert Downing, a/k/a “Luck,” and “Shamrock,” age 46, and Michael Wesley Lee, a/k/a “King,” or “King P,” age 31, both pleaded guilty today to use of an interstate facility to promote a prostitution business. Lee also confessed to conspiring to commit sex trafficking by force and fraud. The case, brought by the U.S. Attorney for the District of Maryland Rod J. Rosenstein, in conjunction with the FBI and Anne Arundel County Police, exposes a chilling pattern of exploitation and violence.
The investigation revealed that from at least 2012 until their arrests in August 2013, Lee acted as the central pimp, using social media to lure vulnerable women into prostitution. Downing served as his enforcer and accomplice. The pair utilized the internet to recruit victims and advertise their services, paying for hotel rooms – their brothels – with prepaid cards. The operation wasn’t just about profit; it was built on coercion and control.
The brutality of their methods came to light during a February 23, 2013 incident at an Anne Arundel County casino. Video footage showed Lee and Downing accompanying a woman, identified as “J,” as she attempted to solicit customers. When her efforts failed, Lee unleashed a violent assault on her in the casino parking garage. He repeatedly struck her head with a closed fist, ripped off her wig, and violently shoved her against his car. Downing, present at the scene, later took “J” back to his home, continuing the cycle of abuse. Downing then drove “J” to a hotel to prostitute, with the proceeds intended to cover Lee’s bail, before “J” managed to escape. Despite the assault, charges against Lee were ultimately dismissed when “J” refused to press them.
Lee’s reach extended beyond Maryland. In August 2013, he lured a woman, “S,” from St. Louis, Missouri, to Baltimore with false promises. He purchased her bus ticket, and upon her arrival, immediately informed her he was a pimp. He demanded her ID and forced her into prostitution, requiring her to pay a $1,000 “initiation fee” and reimburse him for her travel. He then transported “S” to New Jersey to continue exploiting her, until she desperately called an ambulance on August 26, 2013, complaining of severe vaginal pain and revealing her horrific situation to EMTs.
Another woman, “M,” an exotic dancer in Baltimore, narrowly escaped Lee’s clutches. He attempted to force her into prostitution at a hotel, but she resisted and tried to flee. Lee chased her, and she only escaped by scaling a fence behind the hotel. Her quick thinking and desperate escape, triggered by a 911 call from her father after she texted friends for help, prevented a potentially horrific ordeal. She overheard Lee talking to someone from Florida, fearing she would be taken out of state and forced into sexual servitude.
While sentencing details have not yet been released, Downing and Lee now face significant prison time for their crimes. This case serves as a stark reminder of the pervasive nature of sex trafficking and the devastating impact it has on its victims. The U.S. Attorney’s Office and its partner agencies remain committed to dismantling these operations and bringing perpetrators to justice. The investigation remains ongoing to identify any additional victims or co-conspirators involved in this heinous scheme.
