FRANKFORT, Ky. – Xochitl Sonia Navarro, 45, of Lexington, Kentucky, will spend the next three years behind bars after being sentenced Wednesday for a brazen attack on federal officers. U.S. District Judge Gregory Van Tatenhove handed down a 36-month sentence for Navarro’s conviction on charges of assaulting, resisting, or impeding federal officers in the performance of their official duties – a clear message that obstructing justice carries serious consequences.
The October 8, 2024 incident stemmed from a targeted operation by Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE-ERO) to apprehend Jorge Iban Cuellar-Avendano, a Mexican citizen illegally back in the United States after prior deportation. Cuellar-Avendano wasn’t exactly cooperative; he’d previously made a run for it in a vehicle, forcing officers to abort an earlier attempt at arrest. This time, ICE-ERO had him cornered – in a vehicle with Navarro at the wheel.
According to the plea agreement, things escalated quickly. When officers approached the vehicle, Navarro flatly refused to open the doors. Instead of complying, she slammed her foot on the gas, attempting to flee the scene. The attempt wasn’t just an evasion; it was an assault. Three officers sustained cuts, abrasions, and bruising. One officer was violently knocked to the ground and, horrifically, dragged by the vehicle, suffering deep lacerations on both arms.
Officers were ultimately forced to break a window to bring the vehicle to a stop and take both Navarro and Cuellar-Avendano into custody. The scene was chaotic, and the injuries sustained by the officers were significant. Navarro’s actions weren’t simply about helping a fugitive; they were a direct, physical threat to the safety of law enforcement officials doing their jobs. Under federal law, Navarro is required to serve 85 percent of her 36-month sentence.
Cuellar-Avendano, 12 months in prison for illegal reentry into the United States, will face deportation after completing his sentence. The sentencing was jointly announced by Acting United States Attorney Paul McCaffrey for the Eastern District of Kentucky and Sam Olson, Director of ICE-ERO’s Chicago Field Office. The investigation was spearheaded by ICE-ERO, with Assistant U.S. Attorney Ron Walker leading the prosecution. This case serves as a stark reminder that aiding and abetting fugitives, and actively resisting federal officers, will be met with the full force of the law.
