Lonnie Cecil Buchanan Jr., 47, of Monroe, N.C., was sentenced to 294 months — nearly 24½ years — in federal prison for a daylight kidnapping, witness tampering, and firearms offenses that left a woman battered, unconscious, and dragged into a van in front of stunned witnesses. U.S. District Judge Robert J. Conrad, Jr. handed down the sentence today in Charlotte, calling the February 2012 attack “very serious” and driven by brute force and a loaded gun.

The assault unfolded at the Hilltop shopping center parking lot, where Buchanan, armed with a firearm, cornered the female victim. Witnesses described her “blood curdling screams” as she tried to flee to her car. Buchanan chased her down, jumped inside the vehicle, and violently struggled with her until she was knocked unconscious. He then dragged her to a nearby van, stood over her with his hand on her throat, and lied to bystanders, claiming he was taking her to the hospital — all while driving directly past medical facilities into rural Chesterfield County, South Carolina.

For 30 hours, the victim was held captive as Buchanan beat her repeatedly, threatening to kill her, according to trial testimony and court filings. Law enforcement finally tracked the van to a vacant house deep in the woods, where both Buchanan and the victim were found inside. She was rushed to a hospital for treatment; he was taken into custody. At the time, a federal grand jury had already indicted him on charges of kidnapping, being a felon in possession of a firearm, and using a firearm in furtherance of kidnapping.

But the violence didn’t end with his arrest. While in federal custody, Buchanan began calling the victim in March and December 2012, pressuring her to recant her statements to police and the grand jury. That behavior triggered two additional federal charges — witness tampering — added via superseding indictment. Prosecutors emphasized his deliberate attempts to obstruct justice as a sign of ongoing danger.

Judge Conrad made no apologies for the severity of the sentence. He emphasized that the crime occurred “in broad daylight with a gun,” involved prolonged captivity, and included brutal physical assault. Calling Buchanan “a danger to the community” and someone with “a disrespect for the law,” the judge cited public safety, deterrence, and the need to uphold justice as reasons for the lengthy term. Buchanan will also serve five years of supervised release after prison.

Buchanan remains in custody and will be transferred to the Federal Bureau of Prisons upon designation of a facility. All federal sentences are served without parole. The investigation was led by the ATF Charlotte Field Division, the Monroe Police Department, and the Chesterfield County Sheriff’s Office. Assistant U.S. Attorneys Jennifer Lynn Dillon and Dana Washington prosecuted the case in the Western District of North Carolina.
