CASPER, WY – Lorna Roxanne Green, a 22-year-old Casper resident, will spend the next five years in federal prison after being sentenced Thursday for deliberately setting fire to the Wellspring Health Access Clinic. U.S. District Court Judge Alan B. Johnson handed down the 60-month sentence, followed by three years of supervised release.

The blaze occurred on May 25, 2022, when Casper Police Department officers responding to reports of suspicious activity found smoke billowing from the east side of the clinic, which was still under construction. The Casper Fire Department quickly extinguished the fire, but not before significant damage was done. Investigators pieced together the events through witness statements and video footage, identifying Green as the culprit who broke a window and doused the interior with gasoline before fleeing.

Green was apprehended on March 21, 2023, by a joint task force comprised of the Casper Police Department, the FBI, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). She later confessed to intentionally igniting the clinic, which was slated to provide comprehensive healthcare services, including OB/GYN care, gender-affirming treatments, and abortion procedures. The motive remains a key point of contention, hinting at a deliberate act of violence against a facility offering reproductive health services.

“No matter what an individual’s opinions or objectives may be, the use of violence and property destruction to advance them is never acceptable,” stated U.S. Attorney Nicholas Vassallo. “This was a reckless and serious crime which endangered the community and caused significant financial harm to the clinic’s owner. The sentence imposed today, five years of federal incarceration, appropriately reflects the gravity of Ms. Green’s offense.”

Federal investigators emphasized the seriousness of the crime and the collaborative effort that led to Green’s conviction. FBI Special Agent in Charge Mark Michalek highlighted the agency’s dedication to pursuing crimes targeting reproductive health clinics, faith-based organizations, and pregnancy resource centers. ATF Special Agent in Charge Brent Beavers added, “Arson is the business of ATF, and is not only dangerous, but often deadly.” He praised the combined resources of ATF’s certified fire investigators and forensic science lab.

The investigation was a coordinated effort between the FBI, ATF, and the Casper Police Department. While the sentencing brings a measure of closure, the incident underscores the growing threat of violence directed toward healthcare providers, and the need for continued vigilance and robust security measures. Green’s actions will have lasting repercussions for the clinic and the community it serves.
