Lorna Roxanne Green, Arson, Casper WY, 2023

CASPER, WY – Lorna Roxanne Green, 22, of Casper, Wyoming, is facing serious federal charges after allegedly torching the Wellspring Health Access Clinic last May. The clinic, scheduled to open June 14, 2022, was set to offer a range of healthcare services including OB/GYN care, gender-affirming care, and abortion procedures, making it a clear target for extremist violence.

According to federal prosecutors, Green is charged with arson of a facility engaged in interstate commerce. The fire, discovered by Casper Police officers around 3:49 a.m. on May 25, 2022, caused significant damage. Investigators quickly determined the blaze wasn’t accidental; witnesses and video surveillance showed a suspect breaking a window and dousing the interior with a flammable liquid before fleeing. The Casper Fire Department successfully extinguished the fire, but the damage was done.

The case went cold for months until a recent public appeal, bolstered by a $10,000 reward funded by an anonymous donor, cracked it open. On March 3, 2023, the Casper Police Department asked for the public’s help, and multiple tips quickly flooded in. These tips led investigators directly to Green, culminating in her arrest on March 21, 2023. The collaborative effort between local and federal agencies proved crucial.

“This case demonstrates how valuable tips are from the community,” stated U.S. Attorney Nicholas Vassallo. “Every tip received was shared with and evaluated by cooperating law enforcement partners.” Chief of Police Keith McPheeters echoed this sentiment, highlighting the “strong working relationships” between the Casper Police Department, the FBI, and the ATF. ATF Certified Fire Investigators provided crucial expertise in determining the fire’s origin and cause, officials stated.

The FBI and ATF provided significant resources and manpower to the investigation, working alongside Casper detectives. Denver FBI Special Agent in Charge Mark Michalek stressed the importance of interagency cooperation in maintaining community safety. ATF Acting Special Agent in Charge Kirk Howard also thanked the Casper community for its pivotal role in bringing the suspect to justice. The motive remains under investigation, but the targeted nature of the clinic raises serious concerns about escalating attacks on healthcare providers.

If convicted, Lorna Roxanne Green faces a minimum of five years and up to 20 years’ imprisonment, a fine of up to $250,000, three years of supervised release, and a $100 special assessment. She is scheduled to make her initial appearance before United States Magistrate Judge Kelly H. Rankin on March 23, 2023, in Cheyenne. The Grimy Times will continue to follow this case and report on any developments.
