WASHINGTON, D.C. – A vulnerable, wheelchair-bound man is dead, and a repeat offender is facing the music. Randall Cornell Mack, 42, of Washington, D.C., was arraigned yesterday after being arrested September 2, 2025, for the cold-blooded killing of 61-year-old Steven Stewart. The charges? Conspiracy, robbery while armed, first-degree murder while armed (felony murder), possession of a firearm during a crime of violence, and unlawful possession of a firearm due to a prior conviction. This wasn’t a random act; this was a calculated attack on a defenseless man.
The alleged hit occurred May 2, 2025, at approximately 12:44 p.m. inside Stewart’s apartment at 633 21st Street NE. According to authorities, Mack, along with his co-defendant Phillip Palmer, stormed Stewart’s home, robbed him, and then executed him at close range. Stewart, reliant on a wheelchair and/or walker for mobility beyond his apartment, stood no chance. Palmer was previously arrested on this indictment on August 21, 2025.
U.S. Attorney Jeanine Ferris Pirro announced the indictment August 6, 2025. Mack pleaded not guilty September 3, 2025, before Superior Court Judge Todd Edelman. A detention hearing for both Mack and Palmer is scheduled for September 19, 2025, at 9:30 a.m. – a hearing where prosecutors will undoubtedly paint a grim picture of Mack’s history and the brutality of this crime.
And what a history it is. Mack isn’t a rookie. He has a previous murder conviction dating back to 2010. His probation was revoked in 2011, and he was sentenced to a 12-36 year stretch. He was paroled in 2019, only to have that parole revoked again in 2024. Despite this checkered past, he was again released on parole, effectively handing him the opportunity to commit this latest atrocity. He was supposed to be under supervision until 2037. The system failed Steven Stewart.
Metropolitan Police Department Chief Pamela Smith joined in the announcement, highlighting the collaborative effort to bring Mack and Palmer to justice. Assistant United States Attorney Stephanie Dinan is prosecuting the case, and will need to prove beyond a reasonable doubt that Mack and Palmer acted with malice and intent. The evidence, as presented by the government, suggests a particularly callous and predatory attack.
