Madison Man Gets 11 Years for Sex Trafficking Minor, Selling Alpha-PVP

Joseph-Michael Elias McFarland, 22, of Madison, Florida, was sentenced to 132 months in federal prison for sex trafficking of a minor and distributing the synthetic stimulant known as Alpha-PVP. The sentence, handed down yesterday in Tallahassee, marks the end of a years-long investigation into McFarland’s exploitation of a 16-year-old girl and his operation as both a pimp and drug dealer in rural North Florida.

The case began in September 2015, when a confidential source met McFarland to buy narcotics. During that exchange, McFarland bragged about prostituting a girl, telling the source she was either 17 or 18. In reality, he knew the victim was just 16. The drugs purchased during that meeting — and a follow-up buy the next day — tested positive for Alpha-PVP, a powerful and illegal synthetic cathinone commonly known as ‘bath salts.’ McFarland later messaged the source with details about prostituting the teen and sent photos of her.

When federal and local agents raided the residence where McFarland sold the drugs, they found the victim hiding inside a closet. The search also uncovered firearms, ammunition, digital scales, and drug paraphernalia—clear signs of an ongoing narcotics and trafficking enterprise. McFarland’s cell phone contained incriminating text messages detailing the victim’s availability and drug deals, sealing his fate.

McFarland pleaded guilty on May 9, 2016, to charges of sex trafficking of a minor and distribution of a controlled substance. His admissions came after investigators from Homeland Security Investigations (HSI), the Tallahassee Police Department, and the Madison County Sheriff’s Office compiled overwhelming evidence of his crimes, including digital records and physical evidence from the raid.

‘These despicable acts ruin lives at an early age,’ said United States Attorney Christopher P. Canova. ‘This sentence sends a strong message to child predators: we are vigilant in identifying and prosecuting them.’ Canova emphasized the role of federal and local law enforcement in protecting vulnerable youth from exploitation both at home and in the community.

‘Let this sentencing send a message,’ said Susan L. McCormick, special agent in charge of HSI Tampa. ‘HSI special agents, and our law enforcement partners, will expend every resource to investigate and prosecute these heinous crimes.’ McFarland is now serving his sentence in federal prison, while the victim continues recovery. The case was prosecuted by Assistant United States Attorney Michael J. Harwin.
