Maryland Man Pleads Guilty to PCP Distribution in W.Va.

MARTINSBURG, WEST VIRGINIA – In a stunning reversal of fortune for Kevin Joseph Young, a 55-year-old from Baltimore, Maryland, the grim reality of his criminal past has been brought to light. United States Attorney William J. Ihlenfeld, II announced today that Young has admitted to a drug charge, marking the culmination of an extensive investigation.

Young pleaded guilty today to one count of ‘Possession with Intent to Distribute 100 Grams or More of a Mixture and Substance Containing Phencyclidine (PCP).’ The admission came in Jefferson County, where in September 2019, Young was found in possession of the dangerous substance. His arrest sent shockwaves through Martinsburg.

The sentence that awaits Young is as severe as his crime: he faces at least six years and up to a decade behind bars, along with a staggering fine of $5,000,000. This is according to Federal Sentencing Guidelines, which dictate the actual sentence will be determined by the severity of the offense and any prior criminal history.

The Organized Crime Drug Enforcement Task Force (OCDETF) was instrumental in this case. Operating under the Attorney General-led Synthetic Opioid Surge (SOS)/Special Operations Division (SOD) Project Clean Sweep, OCDETF is on a mission to eliminate the supply of synthetic opioids from ‘hot spot’ areas and dismantle wholesale distribution networks and international sources of supply. Their efforts have once again paid off in West Virginia.

Assistant U.S. Attorneys Lara Omps-Botteicher and Eleanor F. Hurney are leading the prosecution against Young, representing the government with unwavering determination. The investigation was a collaborative effort involving the FBI; Homeland Security Investigations; the Bureau of Alcohol, Tobacco, Firearms & Explosives; and the Eastern Panhandle Drug Task Force, which is funded by the High Intensity Drug Trafficking Areas (HIDTA) program.

U.S. Magistrate Judge Robert W. Trumble presided over the proceedings. As Kevin Young’s fate looms large, one thing is certain: his actions have landed him in a world of trouble, and justice will not be served lightly.
