Millbourne Borough Official Gets 21 Months for Election Fraud Scheme

PHILADELPHIA – In a brazen scheme to steal the 2021 mayoral election in Millbourne Borough, a former member of the Millbourne Borough Council has been sentenced to 21 months in prison for election fraud offenses.

MD Munsur Ali, 48, of Millbourne, Pennsylvania, was sentenced by United States District Judge Harvey Bartle III to 21 months in prison, one year of supervised release, and a $2,500 special assessment for his role in the conspiracy.

Ali was one of three co-conspirators, along with MD Nurul Hasan, 48, and MD Rafikul Islam, 52, both of Millbourne, who were charged in a 33-count indictment with conspiracy to commit voter fraud, giving false information in registering to vote, and fraudulent voter registration.

According to court documents, the defendants conspired to steal the 2021 general election for Mayor of Millbourne by obtaining personal identification information of non-Millbourne residents, using it to access the Commonwealth of Pennsylvania’s online voter registration website, and then retrieving and casting mail-in ballots for their co-conspirator, MD Nurul Hasan.

The scheme, which was ultimately unsuccessful, involved a multi-step process that included registering non-residents to vote, requesting mail-in ballots, and then submitting the completed ballots to the Delaware County Board of Elections.

The defendants admitted to contacting friends and acquaintances who did not live in Millbourne and asking them to register to vote, with the understanding that they would cast mail-in ballots for Hasan.

Hasan, the vice president of the Millbourne Borough Council, pleaded guilty to all 33 charges against him and was sentenced to 36 months’ imprisonment. Islam, a former member of the Millbourne Borough Council, pleaded guilty to all seven charges against him and was sentenced to 12 months and one day in prison.

The scheme was uncovered and the defendants were charged in February of this year. The investigation was led by the United States Attorney’s Office for the Eastern District of Pennsylvania and the Federal Bureau of Investigation.

The case serves as a stark reminder of the importance of protecting the integrity of our electoral process and the consequences of attempting to subvert it.

Ali’s sentencing brings to a close the investigation and prosecution of this brazen scheme, and serves as a warning to others who would seek to undermine the democratic process.
