Monique S. Bowling, 47, of Merrillville, Indiana, is behind bars after a federal jury convicted her of ripping off the City of Gary on a massive scale—stealing 1,517 Apple computer devices entrusted to her as network administrator. The theft, uncovered after a forensic probe by federal agents, represents one of the most brazen cases of municipal tech looting in recent Indiana history.
Bowling, also known as Monique Boyd, was sentenced to 63 months in federal prison by U.S. District Court Judge Philip P. Simon, followed by two years of supervised release. The Hammond courtroom was tense as the verdict was read, closing a chapter on a three-day jury trial in January 2019 that exposed how deeply the former city official had betrayed her public trust.
She was found guilty of one count of theft from a local government receiving federal funds—a charge that triggers mandatory federal jurisdiction and stiff penalties. Prosecutors argued she didn’t just misplace the devices; she systematically stripped the city’s inventory, moving high-value tech that was meant for public education and infrastructure upgrades.
“Citizens expect and deserve officials to act in the best interest of the public, free from self-dealing and illegal self-enrichment,” said U.S. Attorney Kirsch, whose office led the criminal pursuit. “My office, together with our law enforcement partners, will continue to pursue matters involving public corruption.”
Federal investigators from the FBI, Indiana State Police, and IRS-Criminal Investigation Division spent months tracing the digital and physical trail of the missing Apple devices. Documents filed in the case allege Bowling used her position to fraudulently obtain the equipment, bypassing city protocols and leaving a paper trail of falsified records.
The case was prosecuted by Assistant U.S. Attorneys Gary T. Bell and Toi D. Houston, who called the theft not just a financial hit to Gary’s overstretched budget, but a direct assault on civic integrity. With each stolen device potentially worth hundreds of dollars, the total haul exceeds a seven-figure loss in public assets—money and resources that never reached the residents who needed them most.
