The investigation, a multi-agency effort involving the USDA Office of Inspector General, the U.S. Secret Service, IRS-Criminal Investigation, and local law enforcement from Cleveland and Iredell Counties, revealed a calculated operation spanning from April 2018 to October 2022. Edwards, working with co-conspirator Clint Clifford Sicking, targeted livestock markets – the sales barns – in Iredell and Cleveland Counties. They purchased cattle with worthless checks, knowing full well the funds weren’t there to cover the cost.

The pair didn’t just bounce checks; they orchestrated a swift getaway. Court documents show Edwards and Sicking arranged to transport the stolen livestock out of state – to Texas and Oklahoma – before the sales barns or banks could realize they’d been defrauded. This allowed them to resell the cattle, pocketing the profits and leaving North Carolina businesses to absorb the losses. The total damage inflicted on these family-owned businesses exceeded $350,000. These aren’t faceless corporations; these are local farms that rely on immediate payment after livestock sales.

On August 2, 2024, Edwards pleaded guilty to conspiring to defraud the United States and violating federal laws. The conspiracy wasn’t just about stolen cattle; it specifically aimed to disrupt the Packers and Stockyard Division of the U.S. Department of Agriculture, hindering their efforts to regulate fair livestock markets. The scheme also involved obtaining funds through false pretenses from federally insured banks, stealing livestock valued over $10,000, and transporting the stolen goods across state lines.

Sicking has also admitted guilt to a conspiracy charge and is currently awaiting his own sentencing. U.S. Attorney Ferguson lauded the collaborative investigation, specifically recognizing the work of the USDA-OIG, the Secret Service, IRS-CI, and the sheriff’s offices in Cleveland and Iredell Counties. He also extended thanks to the Stanly County District Attorney’s Office, the USDA’s Packers and Stockyard Division, and the Texas Southwestern Cattle Raisers Association Special Rangers for their support.
