Navy Commander Herrera Accused of Bribery, Fraudulent Navy Data Sharing

San Diego – In a stunning revelation of public corruption, U.S. Navy Commander Mario Herrera has been charged with accepting lavish bribes in exchange for classified information.

Herrera, who was arrested this morning in San Antonio, Texas, is accused of exchanging sensitive U.S. Navy ship schedules and proprietary data for luxury travel, gourmet steak dinners, and prostitutes from Leonard Glenn Francis, a foreign defense contractor.

The charges come as part of an expansive investigation into GDMA, Glenn Defense Marine Asia, a Singapore-based multinational corporation that has long served as a government contractor to the U.S. Navy in various Pacific countries. According to the complaint, Herrera was among a group of navy officials, including former Commander Jose Luis Sanchez, who referred to themselves as the “Band of Brothers” and the “Wolf Pack.”

In emails obtained by investigators, Sanchez openly requested photographs of prostitutes from Francis, exclaiming, “the brothers are ready to indulge.” The brotherhood’s indulgence was not limited to Philippines; another email exchange revealed their appreciation for hotel accommodations during a stop in Manila.

The complaint also outlines allegations that Herrera actively lobbied within the Navy to favor Francis’ company, GDMA, on numerous occasions. This included directing U.S. Navy ships to ports financially beneficial to GDMA, a multinational corporation that provides essential services such as food, water, fuel, and security to navy vessels in foreign ports.

Thus far, 17 individuals have been charged in connection with the GDMA corruption investigation, 12 of whom are current or former U.S. Navy officials. Among them, nine have pleaded guilty, with sentences ranging from 27 months to 12 years in prison and substantial fines. Herrera’s case is pending, while Commander Bobby Pitts awaits his fate.
