Columbia, South Carolina – A former high-ranking official at the Fifth Circuit Solicitor’s Office has been brought to justice for her role in embezzling thousands of dollars in taxpayer funds. Nicole Halliett Holland, 49, of Columbia, pleaded guilty in federal court on August 7, 2017 to two counts of fraud: one count of Wire Fraud and the other of Mail Fraud.

According to court documents, Holland used her position to siphon off Solicitor’s Office funds for personal expenses, including a $2,700 hotel stay at the Hampton Inn and Suites in Hopkinsville, Kentucky, in May 2017. She also used office funds to pay for a $1,020 expense for a family member’s orthodontics treatment in March 2017, labeling it as a “tournament sponsorship.”

Holland’s scheme was uncovered after an investigation by the Federal Bureau of Investigation (FBI) and the South Carolina Law Enforcement Division (SLED). Assistant United States Attorneys Winston D. Holliday, Jr., Alyssa Leigh Richardson, and William C. Lewis of the Columbia office prosecuted the case.

The maximum penalty for Holland’s crimes is up to 20 years in federal prison and a fine of up to $250,000. Her sentencing is scheduled for February 26, 2019.

The Fifth Circuit Solicitor’s Office, where Holland was Director of Communications from 2011 to March 2018, has declined to comment on the case. However, the office’s actions have sparked outrage among taxpayers and critics who argue that the public trust has been broken.
