Noel Blackman, Oxycodone Distribution, New York 2016

A former Long Island doctor and health minister of Guyana has been sentenced to 50 months in prison for illegally selling oxycodone prescriptions. Noel Blackman, who practiced medicine and served as the health minister of Guyana, was sentenced by United States District Judge Joanna Seybert.

Blackman, who has forefeited his medical license, was found guilty of illegally distributing oxycodone, a highly addictive prescription painkiller, between 2015 and 2016. He prescribed more than 365,000 30-milligram oxycodone pills from pain management clinics in Elmhurst, Queens, Franklin Square, Long Island, and Cypress Hills, Brooklyn.

According to court filings, Blackman wrote oxycodone prescriptions for 1,920 30-milligram pills to individuals he knew had no legitimate medical need for the drug in exchange for $300 cash payments. This amount of oxycodone was worth up to $57,600 on the street.

Blackman was arrested on February 7, 2016, at John F. Kennedy International Airport by HSI agents, who found more than $30,000 concealed in his luggage.

Acting United States Attorney Bridget M. Rohde stated that Blackman’s sentence should send a clear message to doctors and medical professionals that abandoning their oaths and acting as drug dealers will result in prosecution to the fullest extent of the law.

Blackman was also ordered to forfeit $536,200 in illegal proceeds and will serve three years of supervised release following his imprisonment.

The case is being handled by the Office’s Long Island Criminal and Civil Divisions, with Assistant United States Attorneys Bradley T. King and Madeline O’Connor in charge of the prosecution.
