Ronnie Keith, DO, paid the fine to settle civil penalty claims stemming from allegations that he violated the Comprehensive Drug Abuse Prevention and Control Act of 1970.

The United States alleges that from August 10, 2021, through August 10, 2023, Dr. Keith failed to maintain invoices for certain purchases of controlled substances and failed to document the date of receipt on certain receiving invoices. He also failed to maintain an initial inventory of all stocks of controlled substances on hand and failed to take a new inventory biennially.

Dr. Keith, owner of Keith Medical Clinics with locations in Norman and Ardmore, Oklahoma, did not admit liability in the settlement. The agreement allows the parties to avoid the delay, expense, inconvenience, and uncertainty involved in litigating the case.

Recordkeeping is a vital part of managing controlled substances, according to the DEA. Complete and accurate records help avoid diversions and losses of controlled drugs. A registrant who purchases controlled substances must comply with the inventory and purchase record requirements contained in the regulations implementing the Act. This case was investigated by the Drug Enforcement Administration, Office of Diversion Control. Assistant U.S. Attorneys Ronald R. Gallegos and Amanda R. Johnson prosecuted the case.
