New York – In a hard-fought victory for the protection of essential public services, New York Attorney General Letitia James today announced that the federal government has agreed to temporarily halt enforcement of policy changes threatening vital community programs. This pause marks a significant win in the ongoing battle to safeguard access to critical lifelines for millions of New Yorkers and Americans across the nation.
Attorney General James issued a strong statement, emphasizing the importance of this agreement: “Today’s action is a crucial step towards ensuring that the basic services our most vulnerable citizens depend on remain accessible. These policy changes posed a grave threat to programs like health care, education, and nutrition assistance, which are indispensable for hardworking families.”
The agreement, filed in court by James and 20 other state attorneys general, challenges the federal government’s attempt to reinterpret the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) to severely restrict access to social services. The changes would have impacted core services such as Head Start, Meals on Wheels, child welfare programs, domestic violence shelters, housing assistance, mental health treatment, food banks, and community health centers.
Under the stipulation, the U.S. Departments of Justice, Health and Human Services, Education, and Labor have committed to not enforce the challenged policies in New York and other plaintiff states through at least September 3, 2025. Importantly, the federal government has also agreed not to retroactively enforce the rules, thus ensuring that no individual or state program will face penalties for conduct or spending under previous rules or during this stipulation period.
This temporary reprieve guarantees that critical services can continue without disruption, and families across New York and the nation can seek the help they are lawfully entitled to. Attorney General James’ office remains committed to fighting for these programs and services on behalf of all who need them, ensuring that essential support systems remain intact.”
