NYPD Shooting Death of Emil Williams: No Charges for Officers

New York – The Office of Special Investigation (OSI) under Attorney General Letitia James today issued a report detailing the tragic death of Emil Williams, who was shot by NYPD officers on February 18, 2025. After an exhaustive probe including footage review and witness interviews, OSI concluded that no charges would be filed against the officers involved.

Williams was carrying a firearm when he approached the 111th Precinct in Queens, prompting an officer to take cover and radio for backup. Despite repeated commands to surrender his weapon, Williams continued to point the gun at officers. All four responding officers fired their weapons, resulting in Williams’ death. A firearm was recovered at the scene.

New York law allows police officers to use deadly force if they reasonably believe it is necessary to protect against the imminent threat of deadly physical force. OSI determined that given the circumstances and evidence, the officers’ actions were justified, thus no criminal charges will be pursued.

The investigation included a thorough review of body-worn camera and security footage, interviews with involved officers and a civilian witness, as well as a comprehensive legal analysis. The report emphasizes that the conclusion does not absolve Williams of his actions leading to the confrontation.

Attorney General James emphasized the importance of transparency and accountability in law enforcement actions. She stated that while OSI’s findings do not support criminal charges, it is crucial for ongoing dialogue between the NYPD and community members to ensure public safety.
