MARTINSBURG, WEST VIRGINIA — A 35-year-old Akron, Ohio man has admitted his role in a methamphetamine distribution ring that flooded parts of rural West Virginia with over 500 grams of the potent drug. Victor Ramel Chancler Witcher pleaded guilty to one count of “Conspiracy to Distribute Methamphetamine,” confirming his involvement in a months-long operation spanning Mineral, Grant, and Randolph Counties.
Between March 2018 and May 2018, Witcher conspired with others to transport and sell large quantities of methamphetamine across the Potomac Highlands. His guilty plea, announced by United States Attorney Bill Powell, marks a significant blow to an underground network that exploited regional vulnerabilities to push poison into small communities.
Witcher now faces a mandatory minimum sentence of ten years in federal prison, with the possibility of life behind bars. He could also be fined up to $10,000,000. Under the Federal Sentencing Guidelines, the final sentence will reflect the severity of the offense and any prior criminal history the defendant may have.
The case was investigated by a multi-agency task force including the Federal Bureau of Investigation, the Potomac Highlands Drug & Violent Crimes Task Force — a HIDTA-funded initiative — the West Virginia State Police, and the Ravenswood Police Department. The collaboration underscores the federal government’s aggressive stance on drug trafficking in Appalachia.
Funding for the probe came in part from the federal Organized Crime Drug Enforcement Task Force Program (OCDETF), which targets major drug operations through coordinated federal and state action. The program has become a cornerstone in dismantling interstate trafficking rings like the one Witcher helped operate.
Assistant U.S. Attorney Lara Omps-Botteicher is prosecuting the case. U.S. Magistrate Judge Robert W. Trumble presided over the guilty plea hearing. Sentencing is scheduled for a later date, as federal authorities continue building cases against co-conspirators.
