Stephen Richard Lightman, 34, of Olive Branch, Mississippi, is locked away for 50 years after being convicted of producing and distributing child pornography. On December 12, 2016, U.S. District Judge Neal B. Biggers, Jr. handed down a 360-month sentence for production and a consecutive 240-month sentence for distribution, ensuring Lightman will spend the rest of his adult life behind bars.
The federal indictment came down on June 14, 2016, when a grand jury charged Lightman with two counts of production, one count of possession, and one count of distribution of child pornography. He pleaded guilty on August 1, 2016, to the most severe charges—production and distribution—avoiding trial but sealing his fate with a staggering prison term.
Following his release—if he ever sees freedom—Lightman will endure lifetime supervised release and must pay $15,000 in restitution to victims. He was immediately remanded into custody by the U.S. Marshals Service, pending designation by the Federal Bureau of Prisons, marking the end of his life on the outside.
The FBI’s Jackson Division Child Exploitation Task Force led the investigation, working in tandem with the DeSoto County Sheriff’s Department. The task force includes FBI agents, Mississippi Attorney General’s Office personnel, and federal prosecutors from Oxford and Jackson, showcasing the multi-agency push to dismantle child exploitation networks.
U.S. Attorney Felicia C. Adams of the Northern District of Mississippi emphasized her office’s ironclad stance: “We will vigorously prosecute those predators who seek to exploit and abuse children.” She credited the relentless collaboration between federal, state, and local agencies that made the case airtight.
Special Agent in Charge Christopher Freeze of the FBI in Mississippi called the crime a violation of society’s most sacred trust. Mississippi Attorney General Jim Hood, a veteran of over 25 years in prosecution, praised the state’s law enforcement unity, calling the Northern District’s child exploitation unit the best in the nation. “This case proves what we can do when agencies work together,” Hood said. Lightman’s decades-long sentence stands as a warning.
