William L. Jones, 31, of North Platte, Nebraska, is headed to federal prison for nine years after being convicted of conspiring to distribute child pornography—a sordid digital trail that included explicit videos and messages about sexually abusing children known to him and his girlfriend.
Jones was sentenced by Senior U.S. District Judge Richard G. Kopf in Lincoln, Nebraska. With no parole in the federal system, Jones will serve every mandated day behind bars before transitioning to a ten-year term of supervised release—subject to strict monitoring for behavior and Internet use.
The case began unraveling when Jones’s girlfriend, Rayanne Paulman, sent multiple sexually explicit images of prepubescent children over Facebook Messenger. A search warrant executed at their shared residence on December 11, 2015, uncovered six videos of child pornography on digital devices. Forensic analysis confirmed that Jones not only received the material but actively exchanged it with Paulman.
Even more disturbing were the accompanying text messages—records revealing conversations not just about the illicit images, but also about specific children in their lives whom they discussed sexually abusing. The messages painted a picture of predatory intent extending beyond digital consumption into real-world threat.
Paulman was sentenced on October 13, 2016, to the same nine-year prison term and ten years of supervised release. Authorities made clear that both played active, knowing roles in the distribution network and the criminal conspiracy that endangered minors.
The North Platte Police Department led the investigation, which was prosecuted under Project Safe Childhood—a DOJ initiative launched in 2006 to target child sexual exploitation online.
