Omar Leonel Vela, the 36-year-old mayor of Progreso, Texas, has been convicted of participating in a massive bribery scheme involving federal funds. According to court records, Vela admitted to taking part in a ‘pay to play’ public contracting system in Progreso, where contractors were required to pay bribes to secure contracts from the Progreso Independent School District (PISD) and the City of Progreso.

Between 2004 and 2013, PISD received over $1 million per year in federal program grants and funds from the U.S. Department of Education. Vela and his co-conspirators extracted more than $300,000 in bribe payments from contractors, including a local architect, a construction company, and the school board attorney. In addition, Vela instructed the owner of a plumbing and electrical supply company to provide fraudulent invoices to PISD and the City of Progreso for products they did not provide, resulting in kickbacks totaling over $14,000.

The investigation, conducted by the FBI, revealed that Vela and his co-conspirators used their political control of Progreso and PISD to facilitate the bribery scheme. Vela, as a government official, was able to gather bribe payments from contractors and deliver them to his co-conspirators, who would then share the proceeds with him.

According to the plea agreement, Vela faces up to five years in federal prison for conspiracy and another possible 10 years for bribery involving federal programs. Both convictions carry a maximum fine of $250,000. Vela was permitted to remain on bond pending sentencing, which is set for July 25, 2014.

The charges against Vela’s co-conspirators remain pending, and they are presumed innocent until convicted through due process of law. Assistant United States Attorney Robert S. Johnson is prosecuting the case.

The guilty plea marks a significant victory for law enforcement efforts to combat public corruption in Texas. The FBI’s investigation and the subsequent guilty plea serve as a reminder that those who engage in corruption will be held accountable for their actions.
