PORTLAND, Ore.—Victor Alvarez Farfan, the leader of a local drug trafficking organization, pleaded guilty today for his role in a conspiracy to traffic large quantities of methamphetamine, heroin, and fentanyl. Farfan, a Mexican national living in Oregon City, is the last of 23 defendants charged in the conspiracy to admit guilt.
The 49-year-old has faced federal convictions twice before in the District of Oregon for drug trafficking and illegal reentry. Court documents reveal that Farfan received approximately 20 kilograms of methamphetamine, half a kilogram of heroin, and two kilograms of fentanyl from a Michoacan-based drug cartel. The drugs were then resold in Oregon and Washington State.
Farfan oversaw the manufacturing of crystal methamphetamine and was involved in the distribution network that included his 27-year-old associate Eduardo Alvarez Farfan and 26-year-old Noe Antonio Machado-Madrano, who flew in from Baltimore to provide fentanyl. Machado-Madrano was arrested at a bus station with the seized fentanyl.
On October 17, 2018, a federal grand jury indicted Farfan and 21 co-defendants on multiple charges related to drug trafficking. A coordinated law enforcement operation led by the FBI resulted in the arrest of Farfan and 17 co-defendants. Farfan was later charged with illegal reentry.
Farfan faces a maximum sentence of life in prison, with a mandatory minimum sentence of 10 years and a fine of $10 million or twice the gross gains from his offense. The U.S. Attorney’s Office plans to recommend a sentence of 180 months based on Farfan’s acceptance of responsibility.
As part of the plea agreement, Farfan will forfeit any criminally-derived proceeds and property. He is also required to pay $100,000 towards a forfeiture money judgment. The case is being prosecuted by the U.S. Attorney’s Office for the District of Oregon and is a result of a joint investigation involving the FBI, HSI, WIN, and CCITF.
