GREENBELT, MD – In a stark display of justice, Osmin Alfaro, 39, a native of El Salvador and resident of Rockville, Maryland, was sentenced to 46 months in federal prison yesterday for his heinous acts of failing to register as a sex offender and illegal re-entry into the United States. The sentence, imposed by U.S. District Judge Paul W. Grimm, also mandates five years of supervised release following his prison term.
Judge Grimm’s order was preceded by a stern warning of deportation for Alfaro upon his release from custody. Under the Sex Offender Registration and Notification Act (SORNA), Alfaro will be required to register as a sex offender at his place of residence, employment, and student status, further emphasizing the severity of his crime.
United States Attorney Rod J. Rosenstein, U.S. Marshal Michael Hughes of Washington, D.C., and Special Agent in Charge William Winter of U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) announced the sentence. Rosenstein commended the efforts of the Superior Court Sex Offender Investigations Squad for their relentless pursuit of justice.
Alfaro’s conviction stems from a 2004 sexual offense in Montgomery County Circuit Court, which led to his initial registration as a sex offender in 2005. Despite being deported to El Salvador on August 15, 2008, following a plea of guilty for failure to register as a sex offender, Alfaro somehow managed to re-enter the United States before March 2010. He lived and operated in Maryland without updating his registration until his arrest by the U.S. Marshals Service and ICE on April 29, 2014.
This case is part of Project Safe Childhood, a nationwide initiative launched by the Department of Justice in 2006 to combat child sexual exploitation. The program has been instrumental in apprehending and prosecuting individuals like Alfaro who pose a threat to children’s safety. United States Attorney Rosenstein thanked Special Assistant U.S. Attorney James I. Pearce and Assistant U.S. Attorney Michael T. Packard for their crucial role in the case.
