Federal Indictment Charges Local Man with Failure to Register as Sex Offender

United States Attorney Brendan V. Johnson announced that a Parmelee, South Dakota, man has been indicted by a federal grand jury for Failure to Register as a Sex Offender. Richard Fool Bull, age 37, was indicted on February 10, 2015.

Bull appeared before U.S. Magistrate Judge Mark A. Moreno on March 3, 2015, and pled not guilty to the Indictment. The maximum penalty upon conviction is up to 10 years in custody and/or a $250,000 fine, 5 years of supervised release, and $100 to the Federal Crime Victims Fund. Restitution may also be ordered.

The Indictment alleges that on or about between November 14, 2014, and December 9, 2014, Fool Bull, a person required to register under the Sex Offender Registration and Notification Act, and a sex offender by reason of a conviction under Federal Law, knowingly failed to register and update his registration.

The charge is merely an accusation and Fool Bull is presumed innocent until and unless proven guilty. The investigation is being conducted by the U.S. Marshals Service. Assistant U.S. Attorney Carrie G. Sanderson is prosecuting the case.

Fool Bull was remanded to the custody of the U.S. Marshals Service pending trial. A trial date has not been set.

According to the U.S. Attorney’s Office, this case is a result of an ongoing effort to protect the community from sex offenders who fail to register as required by law.

The public is reminded that failure to register as a sex offender is a serious offense that can result in severe penalties. The U.S. Attorney’s Office encourages anyone with information about a sex offender who has failed to register to contact the U.S. Marshals Service.
