Pedestrian Nightmare: 4 Injured in D.C. Traffic Chaos

The first incident occurred around 1:00 a.m. near 934 New York Avenue NW, where 61-year-old Samuel Stern was struck by an automobile and left with a broken neck. Miraculously, he was in good condition at Emergency Hospital.
