Ravae Bowman, a 40-year-old woman from Pierre, South Dakota, has been charged with Theft from an Indian Tribal Organization, a federal crime that carries serious penalties.
According to a source close to the investigation, Bowman was the manager of a Subway store in Eagle Butte, which is an entity of the Cheyenne River Sioux Tribe Telephone Authority and the Cheyenne River Sioux Tribe. In October 2012, Bowman allegedly embezzled a substantial amount of money from the store.
United States Attorney Brendan V. Johnson announced that Bowman was indicted by a federal grand jury on June 12, 2013. She appeared before U.S. Magistrate Judge Mark A. Moreno on June 27, 2013 and pled not guilty to the indictment.
The maximum penalty upon conviction is up to 5 years in custody, a $250,000 fine, or both; 3 years of supervised release; and $100 to the Federal Crime Victims Fund. Restitution may also be ordered.
The investigation is being conducted by the Federal Bureau of Investigation. Assistant U.S. Attorney Mikal Hanson is prosecuting the case.
Bowman was released to a third party custodian pending trial. A trial date has not been set.
The charge relates to Bowman’s alleged embezzlement in October 2012, and she is presumed innocent until and unless proven guilty. The case serves as a reminder of the importance of accountability in public institutions.
