A Pine Ridge woman is facing federal charges for obstructing justice after allegedly lying to investigators about her presence during the deadly September 29, 2016, shooting of Annie Colhoff. Stevie Ray Makes Good, 24, was indicted by a federal grand jury on November 16, 2016, on one count of Misprision of a Felony, a charge that carries up to 5 years in prison and a $250,000 fine.
Makes Good appeared before U.S. Magistrate Judge Daneta Wollman on December 9, 2016, where she pleaded not guilty. According to the indictment, on October 19, 2016, Makes Good knowingly made false statements to law enforcement, claiming she was not at the scene when Colhoff was shot. That lie, prosecutors say, was a deliberate attempt to conceal evidence in a violent federal investigation.
The charge of Misprision of a Felony means Makes Good allegedly had knowledge of a felony—specifically the shooting of Colhoff—and failed to report it, while actively misleading authorities. The maximum penalty includes up to 5 years in federal custody, $250,000 in fines, 1 year of supervised release, and a $100 payment to the Federal Crime Victims Fund. Restitution may also be ordered at sentencing.
The investigation into Colhoff’s killing sparked a massive multi-agency response. The Federal Bureau of Investigation, Northern Plains Safe Trails Drug Enforcement Task Force, Bureau of Indian Affairs Office of Justice Services, Oglala Sioux Tribe Department of Public Safety, South Dakota Division of Criminal Investigation, Bureau of Alcohol, Tobacco, Firearms and Explosives, Pennington County Sheriff’s Office, and Rapid City Police Department all contributed resources and personnel.
Assistant U.S. Attorneys Kathryn N. Rich and Sarah B. Collins are leading the prosecution, underscoring the federal government’s commitment to holding accountable those who interfere with violent crime investigations on tribal lands. The case reflects the DOJ’s aggressive stance on obstruction, particularly in high-profile shootings that destabilize already vulnerable communities.
Makes Good was released on bond and is awaiting trial, which is scheduled for February 14, 2017. The U.S. Attorney’s Office emphasized that the indictment is merely an accusation and that Makes Good is presumed innocent until proven guilty. Grimy Times will continue to track the case as it unfolds in federal court.
