‘Pini’ Villalvazo’s Heroin Network Shattered: 55 Charged

SAN DIEGO, CA – Federal and local law enforcement descended on North County today, arresting 55 individuals in a sweeping crackdown on a heroin and methamphetamine trafficking ring allegedly responsible for flooding the region with deadly narcotics. The operation, spearheaded by the North County Regional Gang Task Force, culminated in the unsealing of ten federal indictments, charging suspects with crimes ranging from money laundering to firearms trafficking.

The investigation, a year in the making, revealed a complex network supplying a substantial portion of the heroin and methamphetamine circulating in North County communities. Authorities seized heroin, methamphetamine, and a staggering 25 firearms – including handguns, revolvers, and assault rifles – discovered stashed in locations across Oceanside, Vista, and even as far as Kingman, Arizona. Disturbingly, some of these drugs and weapons were located near Vista High School, putting local youth at risk.

At the center of the alleged operation is Yadira “Pini” Villalvazo, a Mexico-based woman identified as the ringleader. Villalvazo, a former Vista High School student and associate of the Vista Home Boys gang, was previously deported following a federal drug trafficking conviction in 2002. Now, charging documents allege she’s built a Sinaloa Cartel-linked organization operating out of Tijuana, specializing in heroin distribution. Her network is accused of supplying at least 25 percent of the heroin consumed in North County, generating tens of thousands of dollars in illicit profits funneled back to Mexico.

Beyond Villalvazo, the takedown targeted other key players in North County’s drug trade. Sabrina Yzaguirre, Ivan Bazan, aka “Dreamer,” and Jorge Enrique Jara Cervantes, aka “Scorpion,” are named as leaders of major methamphetamine distribution cells connected to local street gangs – the Vista Home Boys, Varrio Fallbrook Locos, Varrio Carlsbad Locos, Encinitas Tortilla Flats, Varrio San Marcos, and Escondido Viejo Diablos. Jara’s operation allegedly extended beyond California, shipping pound quantities of methamphetamine for distribution in Alabama and Tennessee.

As of noon today, 46 of the 55 defendants are in federal or state custody, with 14 arrested this morning and the remainder apprehended earlier in the week or already incarcerated. Seven remain at large, two reportedly in Mexico. The defendants are scheduled to be arraigned before U.S. Magistrate Judge Karen S. Crawford beginning today and tomorrow. The timing of this operation is critical, given the alarming rise in heroin-related deaths in San Diego County, which more than doubled between 2005 and 2015, jumping from 40 to 90.

The North County Regional Gang Task Force, comprised of over 150 members from various law enforcement agencies, conducted the raids and investigation, utilizing federal wiretaps, undercover drug and gun buys, and extensive surveillance. This bust represents a significant blow to the drug trade in North County, but the fight against these deeply entrenched criminal organizations is far from over.
