PITTSBURGH, PA – Kelley Oliver-Hollis, 61, of Pittsburgh’s East Hills neighborhood, is facing a significantly expanded federal indictment alleging a long-running scheme to bilk Pennsylvania Medicaid and misuse Social Security funds. The Superseding Indictment, handed down by a federal grand jury, adds charges of Social Security fraud and concealing material facts, piling onto existing accusations of healthcare fraud and money laundering.
Acting United States Attorney Troy Rivetti announced the 40-count indictment today, detailing how Oliver-Hollis, as owner of SerenityCare LLC in Penn Hills, allegedly overbilled Medicaid from December 2016 to July 2023 for services provided to residents with intellectual disabilities. This isn’t the first time Oliver-Hollis has faced these allegations; an initial 33-count indictment was filed in April 2024.
The feds claim Oliver-Hollis systematically inflated bills to Medicaid, effectively stealing from a system designed to support vulnerable individuals. The indictment also alleges she acted as a representative payee for some residents, and improperly diverted their Social Security benefits. Investigators from a multi-agency task force have been building the case for months, meticulously tracing the flow of funds and uncovering what they describe as a deliberate pattern of fraudulent activity.
If convicted on all counts, Oliver-Hollis could face a maximum total sentence of up to 10 years in prison and a fine of up to $250,000 for the healthcare fraud and money laundering charges. The false statements, concealment, and Social Security fraud charges each carry a potential sentence of up to five years in prison and a $250,000 fine. However, the actual sentence will be determined by federal Sentencing Guidelines, taking into account the severity of the crimes and any prior criminal record.
The investigation was a collaborative effort involving the Federal Bureau of Investigation, Internal Revenue Service, Department of Health and Human Services, Social Security Administration – Office of the Inspector General, U.S. Department of Labor, Allegheny County District Attorney’s Office, and Pennsylvania Office of Attorney General. Assistant United States Attorney Gregory C. Melucci is leading the prosecution.
Authorities remind the public that an indictment is merely an accusation, and Oliver-Hollis is presumed innocent until proven guilty.
