Glenn Strout, 53, of Portland, Maine, stood before federal judges this week and admitted to possessing child pornography—ending a years-long investigation that began with digital footprints traced to his home computer. The guilty plea, entered in U.S. District Court, marks the latest conviction in a growing crackdown on online child exploitation in northern New England.
According to court records, in November 2015, federal agents began monitoring the online exchange of child pornography across encrypted networks. During the probe, investigators downloaded illicit material originating from an IP address tied to Strout’s residence in Portland. The digital trail was clear, direct, and damning—leading to the execution of a search warrant at his home.
When law enforcement arrived, Strout didn’t deny the allegations. He admitted on-site to downloading child pornography, according to prosecutors. Devices seized during the raid—including computers and external storage drives—were later subjected to forensic analysis. The results: dozens of still images and video files depicting the sexual abuse of minors, some of which were categorized as the most extreme forms of exploitation.
Strout now faces up to 20 years in federal prison, a fine of $250,000, and a mandatory minimum of five years—potentially for life—on supervised release if convicted upon sentencing. That decision awaits a presentence investigation report, now being prepared by the U.S. Probation Office, which will weigh his criminal history and risk to the public.
The case was led by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, working in tandem with the Maine State Police Computer Crimes Unit and the Portland Police Department. Their collaboration underscores the multi-agency effort increasingly deployed to dismantle digital networks that traffic in child abuse material.
Assistant United States Attorney Craig M. Wolff, who is handling the prosecution, emphasized the severity of the crime. “This is not victimless,” Wolff said. “Every image represents a child who was exploited, and we will continue to pursue those who fuel this demand.” Sentencing for Glenn Strout is scheduled for a later date, pending the probation report.
