MILWAUKEE, WI – Precious Cruse, the disgraced owner of the now-defunct Caring Through Love prenatal care coordination company, has been found guilty on all seventeen federal counts leveled against her. The verdict, delivered September 12, 2025, slams the door on a brazen scheme that preyed on vulnerable pregnant women and young mothers in the Eastern District of Wisconsin, all while Cruse lined her own pockets.
The trial laid bare a calculated operation where Cruse lured expectant mothers into her program with the promise of free baby essentials – car seats, pack ‘n plays, diapers, and wipes. But the ‘care’ stopped there. Prosecutors proved that Caring Through Love systematically filed fraudulent claims to Medicaid for services never rendered. Participants reported receiving only sporadic deliveries of diapers and wipes, and in many cases, absolutely nothing beyond the initial enticement. This wasn’t about prenatal care; it was about padding Cruse’s bank account.
Acting United States Attorney Richard G. Frohling didn’t mince words, stating the evidence demonstrated a clear pattern of exploitation. Cruse didn’t just steal from Medicaid; she stole from a system designed to help those most in need. The jury clearly saw through the facade. The scheme wasn’t just about financial gain; it was about a callous disregard for the women and children she claimed to serve.
The ill-gotten gains weren’t stashed away. Cruse flaunted her criminal profits, indulging in a lifestyle far beyond the reach of honest work. Evidence presented at trial showed she funded luxury travel, designer clothing, and, shockingly, an $18,000 custom diamond necklace and bracelet for her toddler. The blatant display of wealth, purchased with stolen funds, further cemented the jury’s conviction.
Precious Cruse is scheduled to face Chief United States District Judge Pamela Pepper on January 20, 2026. She faces a mandatory minimum of 2 years in prison for the aggravated identity theft charges, and a potential 20 years on each of the healthcare fraud counts. Given the sheer scope of the fraud, a lengthy sentence is all but assured.
The investigation was a joint effort by the Federal Bureau of Investigation and the Medicaid Fraud and Elder Abuse Control Unit. Assistant United States Attorneys Julie F. Stewart and Kate M. Biebel skillfully prosecuted the case, bringing Cruse’s predatory scheme to a just conclusion. This conviction serves as a stark warning: exploiting vulnerable populations for personal gain will not be tolerated.
