Otha Don Watkins III, 43, of Cairo, Illinois, has added another five years to his already lengthy sentence after pleading guilty to involuntary manslaughter and possession of contraband – a crude, but deadly, prison shank – in the fatal stabbing of inmate Carlos Shelton at the Federal Correctional Complex in Terre Haute. The incident, which occurred in April 2023, underscores the brutal reality of violence within the federal prison system.

Watkins was already serving a 23-year stretch for aiding and abetting armed bank robbery, possession of a stolen firearm, and conspiracy to commit robbery when he fashioned the weapon. Court documents detail how Watkins sharpened a piece of metal to a point, then wrapped the handle with cloth – a common method for creating a ‘shank’ – a prohibited item due to its inherent danger. This wasn’t a spontaneous act; it was a calculated preparation for violence.

On April 14, 2023, Watkins and Shelton found themselves on the same tier in Unit D-2 of USP Terre Haute. A fight erupted, with both men wielding their homemade weapons. But this wasn’t just a brawl. Watkins fatally stabbed Shelton in the chest, inflicting damage to arteries near the heart and lungs, causing a massive hemothorax. Shelton died on the scene. The details paint a grim picture of a senseless and brutal death.

“Given Otha Watkins’ history of violent offenses, culminating in the brutal attack he carried out in the Terre Haute prison, it’s evident that he should never be allowed to live outside federal custody again,” stated Acting United States Attorney for the Southern District of Indiana, John E. Childress. “I commend the FBI and our federal prosecutor for their tireless efforts to ensure this defendant faces justice. I hope that the conclusion of this case provides some sense of closure and peace to Mr. Shelton’s family.”

Bureau of Prisons officials echoed that sentiment. “Today’s sentencing marks the conclusion of a senseless act of violence that took place within the walls of our correctional institution,” a spokesperson said. “Otha Watkins demonstrated an utter disregard for human life and the rule of law. The court’s decision affirms that such actions carry severe consequences, and it sends a clear and resounding message: acts of violence in federal prison will be met with the full weight of the law.” FBI Indianapolis Special Agent in Charge Timothy J. O’Malley added, “This brutal killing is a reminder that violence can occur anywhere, even within the confines of the most secure environments.”

The investigation was a joint effort by the FBI and the Bureau of Prisons. U.S. District Court Judge James R. Sweeney II handed down the sentence. Assistant U.S. Attorney Jayson W. McGrath prosecuted the case. While this conviction offers a measure of justice, it serves as a stark reminder of the ongoing battle against violence within the federal prison system – a battle that demands constant vigilance and a commitment to accountability.
