PROVIDENCE, R.I. — A Providence couple is facing federal prison after being indicted in a transnational cocaine smuggling operation that funneled kilos of the drug from the Dominican Republic into Rhode Island. Victor Lopez, 42, and Johanna Liranzo, 37, were named in a February 8, 2017 indictment unsealed the following day, charged with conspiracy to possess with intent to distribute over 500 grams of cocaine and possession with intent to distribute the same amount.
The operation began unraveling on January 22, 2018, when U.S. Customs and Border Protection officers at JFK International Airport’s mail facility intercepted a heavily taped express parcel addressed to a Providence residence. Inside, they found two metal cylinders packed with a white powdery substance that tested positive for cocaine. The shipment, disguised as routine mail, bore the hallmarks of an organized smuggling network exploiting international postal routes.
On January 29, federal and state law enforcement converged on the Providence address. U.S. Postal Inspection Service inspectors, operating undercover, delivered the package. Johanna Liranzo allegedly accepted the parcel. Less than 90 minutes later, as the Rhode Island State Police HIDTA Task Force executed a court-authorized search of the residence, a separate unit intercepted a vehicle seen conducting counter-surveillance near the home. Liranzo was found carrying a key to a storage unit in Pawtucket. Surveillance footage from the facility showed the same vehicle arriving and departing multiple times. A narcotics detection dog alerted at the unit’s door. Agents opened it to find three metal cylinders — two bearing drill holes made by CBP in New York — and four compressed cellophane bundles containing more than a kilogram of cocaine. Personal documents tied both Lopez and Liranzo to the stash.
The investigation was led by the U.S. Attorney’s Office for the District of Rhode Island, with critical support from the U.S. Postal Inspection Service, Homeland Security Investigations (New England), and the Rhode Island State Police HIDTA Task Force. United States Attorney Stephen G. Dambruch stated, “This case exemplifies how layered investigative work can dismantle drug pipelines before they flood our streets.”
Victor Lopez remains in federal custody since his arrest and initial appearance on February 6 on a criminal complaint. He is scheduled for arraignment on the indictment today. Johanna Liranzo was released on an unsecured bond following her arraignment before U.S. District Court Magistrate Judge Patricia A. Sullivan. An indictment is not evidence of guilt. Both defendants are presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
